The main passes at a glance
The Hamburg CARD includes free travel on HVV public transport for zones A and B plus discounts at numerous museums and sights, and pays off from just two or three rides plus one museum visit per day. The Hamburg City Pass instead bundles free entry rather than plain discounts for a selection of attractions such as Miniatur Wunderland.
On top of that, Tiqets, Viator and GetYourGuide sell their own combos, such as the Elbphilharmonie plus a harbour cruise or an attraction plus a Speicherstadt tour. These are more flexible but narrower.
When a pass pays off
Do the maths honestly: add the single prices of the sites you will definitely visit and compare with the pass. Anything you might do does not count.
Time-limited passes create pressure. In two nights you realistically manage two or three attractions plus one harbour cruise.
What passes do not cover
Hamburg's overnight visitor tax is billed through your hotel and is not part of any attraction pass.
Timed tickets for Miniatur Wunderland often still need a separate reservation; if you're doing a harbour cruise, check the matching slot in advance.
